Council adopts Fancyburg Park master plan; council also postpones Northbank ordinance and accepts TIRC recommendations

Upper Arlington City Council voted on several legislative items on Oct. 6, adopting the Fancyburg Park master plan, postponing an office-park plat amendment, and accepting recommendations from the Tax Incentive Review Council.
Fancyburg Park master plan The council held a second reading and public hearing on Resolution 10-2025 to adopt the Fancyburg Park master plan. One member of the public, Todd Genkwit, spoke in favor of certain changes to the design—supporting dedicated pickleball and tennis courts, additional parking and other site improvements—but raised concerns that out-of-town users account for a substantial share of current pickleball attendees. Genkwit said conversations with players and sign-gathering suggested “less than half” of people signing were residents, and that recent participation metrics were down from 2023. After council members commended staff on an extensive community-engagement process (the president noted “500 individuals providing comments, feedback”), the council called the question and adopted the resolution by voice vote (motion carried).
Other legislative actions Ordinance 37-2025 (amending the Northbank Office Park plat to facilitate redevelopment for a National Church Residents corporate headquarters) was placed on the agenda for first reading but, at the applicant’s request, council voted to postpone action to the Nov. 17, 2025 meeting. One council member asked to be recorded as abstaining from that postponement vote.
Council also moved and adopted Resolution 11-2025 accepting the Upper Arlington Tax Incentive Review Council’s recommendations.
