Upper Arlington council adopts fund transfer, sets first readings for parks, IT and senior advisory board; appoints planner

• Ordinance 3‑2026: authorize the city manager to contract with Franklin County Public Health for 2026 public‑health services (second reading scheduled Feb. 9).
• Ordinance 4‑2026: authorize a contract with Sweet Meadow Farm Drainage to renovate the East Athletic Fields at Northam Park; staff said the work is the project’s final phase, will include drainage and irrigation, came in under budget, and is expected to begin in spring and continue through fall. Staff will present a detailed work plan and tree‑impact maps at a subsequent meeting.
• Ordinance 5‑2026: a three‑year enterprise licensing agreement with Microsoft via Dell Inc.; IT staff said Microsoft requires three‑year enterprise agreements for municipalities of Upper Arlington’s size; a council member abstained and the item will be voted on Feb. 9.
• Ordinance 6‑2026: propose creating an Older Adults Advisory Board (Chapter 161) to advise city programs for seniors following the closure of a private nonprofit commission; staff said recruitment will align with other board and commission appointments and aims to impanel the board in June.
Council confirmed Kelsey Priebe, a city planner with the City of Columbus, to the Board of Zoning and Planning to fill an unexpired term through June 30, 2027. Clerk read two liquor permit notices (a transfer associated with Sunny Street Café and a new D‑5 permit for an Old Henderson Road location); council declined to request hearings and the permits will proceed.
The council concluded with liaison reports and a city manager update on storm response and volunteer assistance during a recent winter storm.
