Strongsville council suspends rules and adopts multiple ordinances — vehicles, EMS maintenance contract, donation and budget adjustments

At its Dec. 15 meeting the Strongsville City Council suspended the rules and adopted several ordinances and a resolution in a single meeting.
Ordinance 2025-141 authorized the mayor to purchase four 2026 Jeep Compass vehicles for the Building Department from Brunswick Automark without public bidding; the motion to suspend and adopt was made by Councilman Carbone and seconded by Councilman Kaminski and passed on a recorded roll call with all present members voting yes.
Ordinance 2025-142 authorized a three‑year preventative maintenance and service agreement with Stryker Corporation for proprietary EMS equipment (principally cots) at a cost of just over $72,000; council moved to suspend and adopt the ordinance (Carbone/Kaminski) and recorded affirmative roll-call votes from present members.
Resolution 2025-143 accepted a $1,000 donation from Swagelok Company to the fire department for fire‑prevention education and training; the resolution was suspended and adopted with unanimous recorded votes among those present.
Council also adopted Ordinance 2025-145 (the general salary ordinance for 2026) and Ordinance 2025-146 (final appropriations for 2025), the latter including a $340,000 increase to the city's health-insurance reserve fund to cover year‑end medical expenses. Both ordinances were moved, suspended and adopted after roll-call votes.
Procedural notes: Several of the adopted items were declared emergency measures and were acted on the same night. Motions to suspend and adopt were consistently moved by Mr. Carbone and seconded by Mr. Kaminski. The roll-call tallies recorded affirmative votes from the council members present for each motion.
