Representative Taylor said he planned to vote no, expressing concern about unknown costs, uncertain timelines and technology questions that he said make the changes premature. "We're never going to know everything but right now we have unknown costs, unknown timelines," Taylor said, and added he would vote against the substitute.
Representative Costello said earlier clarifications — including that the bill would include a 600-megawatt cap — eased his concerns and that including clawback provisions shifts risk back to the utilities if projects fail or incur imprudent costs. He said he intended to support the bill.
