Neighbors press commissioners for answers at Sparta annexation hearing; no action taken

At a public hearing on June 10, the Morrow County Board of Commissioners heard competing accounts over a petition to annex land into the Village of Sparta. Village representatives and residents testified about services, outreach and the annexation's purpose; the commissioners took no formal action.

Earl Warren Bennett, who spoke on behalf of the village filing, said the petition aims to create space for possible future commercial sites and to regularize services the village already provides in some nearby blocks. Bennett said the annexation plat includes a small portion of the property adjacent to existing village service lines and argued the added land could "provide future commercial locations" for the village.

Several nearby residents disputed the need and process. Fred Turner said he had "submitted in a rebuttal to the annexation" and raised multiple concerns, including that "no one has provided any statement on why this annexation is needed" and that no comprehensive growth or service plan had been shown to affected residents. Turner also said a sanitary sewer line runs through some property and questioned whether the plant has capacity for additional customers.

Village representatives responded that they had not been told the plant was at full capacity and argued the annexation would let the village plan and control zoning in areas that already receive some services. Speakers urged more direct outreach to elderly or non-emailing residents and recommended a clear vision or growth plan be prepared for review by neighbors and the county.

Commissioners acknowledged the concerns and said they would "take this under consideration." The board recorded no formal vote on the annexation at the meeting.

The commission indicated the matter would return for further review and that public input and a formal plan from the village would inform any future action.
