County staff reports progress on Stevens Junction and Smokow water projects; retainage and ARPA/ODA funding discussed

County staff reported to the commissioners on Aug. 5 that site visits to the Stevens Junction and Smokow water projects showed substantial progress and nearing completion of final system start-ups.
Staff said they reviewed lingering leakage issues and wall framing with Stevens Construction at Stevens Junction and observed UV clarifiers being installed at the Smokow site, the final phase of disinfection before treated water is discharged. Staff estimated the system would begin flowing after upcoming start-up work later in the week.
Officials discussed payment timing and retainage: staff said there may be three more payments before final retainage is released and that retainage release could extend to October pending required sign-offs and potential EPA or ODA conditions. Staff stated that draws are being applied to an ODA 4% interest loan and noted the desire to use remaining ARPA funds before the program deadline (traditional ARPA funds are to be used by 2026).
Staff indicated they will continue to monitor start-up and sign-off and will request retainage release when documentation and approvals are complete.
