Parma council adopts intergovernmental agreements to house other cities' inmates

The council, voting by roll call, approved ordinances 207-25 (Brecksville), 208-25 (Broadview Heights), 209-25 (Brooklyn Heights), 210-25 (Middleburg Heights), 211-25 (Parma Heights) and 212-25 (7 Hills). Council members recorded unanimous "yes" votes for each measure, and the chair declared each ordinance adopted.
Council leaders said the measures were discussed extensively in committee two weeks earlier. "All of these ordinances that I just read that we voted on were all discussed 2 weeks ago, quite extensively in committee," the safety committee presenter said during the meeting. The items were moved for third reading and passage to ensure continuity of detention services for partner jurisdictions.
City officials did not debate the substance of the amendments at length during the full council meeting; presenters described the actions as routine renewals or amendments to existing intergovernmental contracts. The measures were adopted under standard council procedure and will be implemented by the relevant public safety and service departments.
Council President announced the adoptions following roll-call votes; no councilmember cast a recorded dissent. The ordinances take effect as declared by the council under the emergency clauses attached to the measures.
The council also placed several items under suspension of the rules to expedite final passage of related measures.
