Council delays e‑bike ordinance, asks for regional coordination and education plan

Parma’s public safety committee paused consideration of Ordinance 163-25, a proposed amendment to the Parma Codified Ordinances governing electric bicycles, after extensive discussion about equipment requirements, enforcement and the need for broader community outreach.

Law Director Tooma and Assistant Law Director Boyle framed the measure as a response to rapidly evolving e‑bike technology and rising sightings of powerful, near‑silent vehicles operating at higher speeds on roads and sidewalks. The law office and police suggested a practical approach grounded in safety: universal helmet requirements, simple lighting rules (white front/red rear from sunset to sunrise), and a non‑siren audible device such as a bell or horn so officers and pedestrians can detect approaching e‑bikes.

Members raised enforcement questions: how officers should handle children on high‑speed devices, whether age minimums (a 13‑year suggestion was mentioned) should be included and how to treat one‑wheel or three‑wheel motorized personal vehicles. Administration and police representatives said officers already exercise discretion, that warning‑ticket systems are used for first offenses and that an education campaign and safety clinics would be part of implementation.

Councilmembers also recommended coordinating with neighboring cities to standardize rules and enforcement practices; the mayor’s office offered to raise the topic at an upcoming mayors’ breakfast. After debating technical fixes and outreach strategies, the committee approved a motion to hold the ordinance for further input and possible amendment.
