Parma panels approve changes to housing voucher administrative plan and expedite HUD submissions

The Parma City Council and a special public-housing board on Oct. 6 approved modifications to the North Coast Housing Connections (NCHC) 2026 administrative plan that city officials said are needed to meet a HUD submission deadline.
Council members placed Housing Resolution 25-7 on final passage under suspension of the rules and adopted it after a roll call. The resolution, introduced at the request of the North Coast Housing Connections executive director and sponsored by Councilman Kevin Kuzma, accepts updates to the NCHC administrative plan and declares an emergency to allow the plan to be submitted to the U.S. Department of Housing and Urban Development (HUD) no later than Oct. 18.
Why it matters: The changes include an emergency transfer plan tied to the Violence Against Women Act (VAWA). The public housing director told council members that the plan requires housing authorities to provide an anonymous emergency-transfer option for tenants who invoke VAWA protections; transfers may move a tenant outside Cuyahoga County or to units held for an emergency transfer by partner housing authorities, and the administrative plan must include a list of local agencies that can assist survivors.
During questioning, Councilwoman Lyne asked the director to explain specific modifications referenced in the whereas clauses, including the VAWA transfer language and tighter HUD rules on medical-expense deductions. The director said HUD has clarified allowable deductions (including service or therapy animals and certain prescriptions when approved by a medical provider) and required housing authorities to describe procedures for anonymous emergency transfers and local partner contacts.
Council also adopted Housing Resolution 25-8, authorizing the public-housing executive director to submit the 2026 streamlined annual public housing agency plan for the Housing Choice Voucher program to HUD and declaring an emergency to meet the same Oct. 18 deadline.
The director framed the changes as technical and safety-driven: “One of the new regulations is that we have an emergency transfer plan for anybody exercising VAWA. Obviously, they have to be anonymous. We can't disclose. We have to help them move,” she said.
Next steps: The council referred Housing Resolution 25-6 (the operating budget for NCHC’s FY2026 housing choice voucher program) back to committee for further consideration. The council also approved routine attendance motions and adjourned the special housing session at 6:11 p.m.
