The Lorain Planning Commission voted Feb. 4 to deny ZCA01-2026, a request to reclassify 1051 Meister Road from B-2 General Commercial to I-1 Light Industrial to allow expansion of Defender Self Storage. The motion to deny carried after public comment and extended commissioner discussion; the mayor abstained.
An applicant representative described long-term vacancies at the shopping center and argued a market study supported expansion of the existing storage operation. The applicant said prior attempts to attract a grocery tenant had failed and that investment had been made in the property, including roofing, lighting and paving.
Multiple commissioners and residents opposed rezoning. Commissioners warned that converting a retail-zoned shopping center to industrial use would be incompatible with surrounding residential zoning and risked creating spot zoning that limits future retail or grocery use. Resident speakers, including Joe DeBorde and Detroit Thompson, urged the commission to deny the reclassification to protect neighborhood quality of life and property values; Thompson also noted federal and state programs exist to support grocery infrastructure in low- and moderate-income areas.
After discussion, a commissioner moved to deny the rezoning; the motion carried with one abstention (the mayor). The denial preserves the B-2 zoning designation; applicants may seek other avenues to expand storage if permitted uses allow or pursue a conditional-use pathway that fits current zoning.
