Applicant representative Kevin Hoffman told the commission the project includes eight three-story residential buildings and a clubhouse; he said the proposal is the final step before permit submission. Engineering and planning staff listed conditions the applicant must meet before permits are issued, including private water-main details, sanitary sewer manhole work and stormwater compliance. Staff noted the proposed stormwater discharge would be routed through an existing culvert under the railroad to a lake and that the private property owner will be responsible for long-term maintenance of those lines.
Planning staff said this final-plan approval does not require a new public hearing before city council; instead, the January 2 letter will be incorporated as Exhibit A and its items must be complied with. The commission moved and approved the final plans by voice vote.
The applicant was instructed to work with engineering, water distribution and zoning on permit details; staff said sidewalks and landscaping will be reviewed in plan review as part of the permitting process.
