Commission delays preliminary development plan for Lighthouse Point phase to gather traffic and drainage details

The Planning Commission voted to hold PDP012026, a preliminary development plan for new residential construction within a planned-unit development, after engineering and public-safety concerns remained unresolved.

Kevin Hoffman, agent for the applicant, described the proposal as fee-simple for-sale lots that build on an earlier multi-phase project to the west. Staff noted the project will require review of lot-width and interior side-yard setbacks; the applicant is proposing 45-foot lot widths where 60 feet is typical for the zoning district.

Engineering concerns led the discussion: Keith Goldman of the engineering department said stormwater must comply with state and city standards and confirmed the commission’s preference that drainage be conveyed west to existing detention basins rather than east. Engineering also asked that utilities, redundancy for water infrastructure, and a traffic study be clarified before final approval.

Several neighbors raised public-safety concerns about limited emergency access and traffic at the single entrance currently associated with the wider White House Village development. Denver Castro, a resident, said the neighborhood was promised additional gated/emergency-only connections and cautioned that current access could pose safety risks.

Because Commissioner Patterson was absent and because engineering recommended additional details and cross-referencing of older plan phases, the commission voted to hold the preliminary plan for further review and to seek additional information for the next meeting.
