The Lorain Planning Commission held two conditional-use permit requests for 1305 Oberlin Avenue (truck delivery and outdoor storage) in abeyance to avoid inconsistent actions while a related variance before the zoning board of appeals remains unresolved.
Staff explained that if the applicant satisfies the conditional-use standards, the board would normally have to grant the permit. Still, commissioners said it made procedural sense to wait for the zoning-board outcome before acting on the conditional-use applications. Jose Laboy, the applicant, had no objection to holding the matters in advance.
Commissioners emphasized that the procedural hold does not prevent the applicant from continuing on-the-ground clean-up and screening of the site. The commission made the motions to hold both CUP01-2026 and CUP02-2026; each motion passed on a voice vote. Commissioner Karian abstained from votes on these items because of a stated family relationship.
The commission asked the applicant to continue addressing site issues (fence, screening and cleanup) while the zoning appeal is resolved and said the matters will be considered again at a later meeting once the appeals process has concluded.
