The Planning and Zoning Commission voted on Nov. 11 to forward an amended planned development for Belt Mill Commons at Bailey Boswell and Belt Mill Parkway to City Council with a recommendation that council require stronger active public spaces and amenity connections to the site’s retention pond.
City staff introduced the PD amendment and said it departs from the original walkable, pond‑facing concept. Clay Christie, presenting for the applicant, described a revised layout that centers a large fitness anchor and conventional pad sites along Bailey Boswell; he said tenant demand for office space has softened and that retail and a fitness user make the project viable. Christie named EOS as an anchor prospect and said the design balances parking, deliveries and tenant operations.
Commissioners raised extensive questions about pedestrian activation of the retention pond, patio space, parking placement and tenant siting; multiple commissioners said the proposed L‑shaped retail building does not sufficiently activate the pond and asked for stronger green space, patio areas or designated family/kid amenities. Staff said a PD can carry conditions, including explicit patio/amenity commitments, and that the commission may include those as recommended conditions to council.
After lengthy discussion and an unsuccessful tabling motion, the commission voted to recommend approval to City Council with explicit direction that council consider enforcing "active spaces" and additional landscaping/amenity commitments to better connect the retail to the pond and to encourage pedestrian activation.
The item will be included in the council agenda; staff and the applicant agreed to work on design details and to consider commissioner suggestions before council review.
