Saginaw planning commission approves textual amendment for automotive uses and parking rules

The Saginaw Planning and Zoning Commission on Nov. 11 approved a textual amendment to the city zoning ordinance that updates permitted automotive uses and clarifies off‑street parking and loading rules.
City planning staff told the commission the change would allow some off‑premise parking only by specific‑use permit in Community Commercial, City Facility, Light Industrial and Heavy Industrial zones, and that property owners currently conforming would remain legally permitted even if the ordinance renders them nonconforming later. Staff also said the city attorney advised that additional notices should be sent in certain cases and that staff is completing those notifications.
The amendment drew no public testimony at the commission meeting. After a short discussion and the planning staff’s clarifications, a commissioner moved to approve the ordinance as presented; the motion was seconded and passed.
The commission’s approval sends the amendment forward in the city’s adoption process and preserves existing conforming uses while establishing the SUP process for new off‑premise parking. The change also includes edits to Article 8 supplemental district regulations addressing parking and loading.
