The Quorum Architects presentation, led by Kim Doughty Hickman, reiterated a two‑year workstream that began with a 2023 Animal Arts needs assessment and a subsequent updated scope requested by the council. “The must‑haves are separation of adoption and drop‑off, isolation and quarantine spaces, an enclosed sally port, and robust HVAC with high outside‑air exchanges,” Kim said, summarizing the advisory board’s MoSCoW (must/should/could/won’t) exercise.
