Council adopts cybersecurity policy, approves sidewalk plan RFQ and greenlights rec-center bids; passes appropriation adjustments

At its Dec. 1 meeting, the Strongsville City Council approved several administrative and capital measures in a series of roll-call votes.
Cybersecurity policy: The council unanimously adopted Resolution 2025134, implementing a cybersecurity policy required by Ohio Revised Code section 9.64; the resolution was moved by Mr. Carbone and seconded by Mr. Kaminski with roll-call votes recorded in favor. City staff had circulated the draft policy in advance and council members said adoption was necessary before the end of the calendar year.
Sidewalk comprehensive plan: Resolution 2025137 authorizes the mayor to advertise requests for qualifications and proposals for engineering and consulting services to produce a Strongsville sidewalk comprehensive plan. Council suspended the rules and adopted the resolution to allow the city to pursue grant funding and a formal study of walkability and safety corridors.
Recreation-center project: Resolution 2025138 authorizes the mayor to advertise for bids to demolish and replace the pirate ship and waterslide at the Earnfelt Recreation and Senior Center aquatic facility. Council members said the replacement will be timed with other facility closings and that further details (timing, final design) will be supplied after bids are received.
Appropriations: Ordinance 2025139 adjusts 2025 appropriations with a net increase of $251,700 compared with the prior budget. Notable line items discussed include a $520,500 increase in the health insurance reserve fund for claims, a $566,100 increase affecting the fire pension, general fund and southwest dispatch fund, and a $22,249,000 reduction in the sanitary sewer fund budget to reflect staged budgeting for wastewater plant rehabilitation (work funded in part by OWDA loans and grants). Staff clarified the project is large (nearly $30 million) and the city budgets expenditures as they are incurred.
Permits: The council reviewed liquor permit paperwork for La Chula LLC and Strongsville Tacos LLC (Barrio Strongsville). A conditional objection to the Barrio Strongsville application was moved based on alleged noncompliance with building, health or safety codes; the objection will be withdrawn if the building department confirms compliance.
All of the above resolutions and the appropriations ordinance were adopted during the meeting by roll-call votes recorded in the minutes. Council adjourned after completing the agenda.
