HRA terminates Bjorkberg development agreement after city denies PUD

The HRA reported that the PUD denial and project uncertainty, combined with time limits on ARPA and I Triple R funds that had been committed to the project, led staff to recommend termination so funds can be reallocated if a materially similar project cannot proceed.
Commissioners moved and seconded a motion to terminate the Bjorkberg development agreement; the motion was approved by voice vote. Staff said they already have ideas for recommitting the ARPA funds if the developer does not present a viable alternative plan in a timely way.
