The Alma City Commission voted to rescind a March resolution that had approved a $375,000 purchase for design services and adopted a new authorization not to exceed $400,000 to reflect the not-to-exceed amount contained in the contract with Progressive AE Incorporated for the Alma Transit Center.
An unidentified city official said the change was administrative: the original $375,000 matched an application figure but the contract contains a not-to-exceed clause to cover potential change orders. "This money is completely funded by the state of Michigan," the official said during the discussion, noting a $500,000 grant that pays for the architectural and engineering phase.
Commissioners asked about the project scope, including the maintenance bay, storage for buses, some office space and a training room. Staff said the facility includes a maintenance bay, storage for buses and a training/assembly room; the city will not permit rentals that conflict with grant conditions, the transcript indicates.
The motion to rescind the prior resolution and approve the purchase up to $400,000 was carried by voice vote.
Next steps: Staff will proceed with the ratified Progressive AE agreement and monitor grant compliance and any contract change orders.
