Parks commission recommends Manor Park renovation and selects local vendor's 'fish' design with budget cap

Parks staff reported that proposed work includes removal of old equipment, new borders, drain tile, new fabric, and surfacing; staff estimated recycled rubber mulch at about $70,000 and noted a potential savings by using recycled materials. An RFP produced multiple vendor proposals; staff asked the commission to recommend both the project budget (for council) and a playground option.
Play Creations owner Dane Kubacek presented the company’s fish-themed Option 2, emphasizing local installation, ongoing monitoring and a discounted price as a local vendor. "It's a nature-themed design that fits Forest Lake," Kubacek said. Play Creations designer Brady described the fish as a large tunnel/climber and suggested a low slide could be added off the fish's back.
The commission moved to recommend the city council approve the Manor Park project not to exceed $125,000 (motion moved by Tim and seconded by Aaron) and to purchase Option 2 (Play It) with the fish feature and an added slide; commissioners then amended the purchase motion to cap playground spending at not to exceed $75,000. All motions carried with unanimous 'Aye' votes from the members present.
Next steps: staff will forward the commission’s recommendations to city council for final approval and work with the selected vendor on final drawings and surfacing details. Procurement details, surfacing costs and any bench or amenity add-ons will be resolved in the city’s purchase order and contract process.
