Parks commission backs broader memorial/donation policy and will recommend revisions to council

The Parks and Recreation Commission on June 18 voted to recommend that the City Council adopt Option A of the draft memorial/donation policy, with the revisions discussed at the meeting.

Staff framed two approaches: Option A, a more-detailed donation-and-memorial policy listing multiple donation types, associated timelines and maintenance responsibilities; and Option B, a narrower tree-plus-plaque approach. Option A includes clearer terms for donor responsibilities and timelines (for example, benches with a 10-year guaranteed period), and a structure for staff to manage locations and replacement cycles.

Kyle, the parks staff lead on the policy, told commissioners Option A gives families more choices and clarifies maintenance. "It gives staff clear direction on how we handle things," Kyle said while outlining the two options. Commissioners raised several practical points: typical bench life often is treated as 10 years (10–15 years discussed), donors should cover the purchase cost, and public works would perform installation in many cases. Commissioners also asked that staff provide estimated cost ranges via the website or a contact sheet, rather than hard-coded numbers in the policy.

The motion to recommend Option A with the edits discussed was moved by Tim, seconded by Sue, and passed by voice vote. Staff will incorporate the revisions (including changing some section headings and clarifying installation and cost-handling language) and forward the recommended policy to the City Council.
