PCAA representative Mike Zinner told council the group has raised $1,260,000 toward the project, not counting the city’s pledged contribution, and said the firm Christophe Foundry’s contract for the structure and bells totals $1,442,000. The proposal delegates construction management to PCAA, anticipates about 12 months of on‑site work after off‑site fabrication, and provides for donation of the completed tower to the city.
The Market Square Redevelopment Commission asked the city to earmark $125,000 from food‑and‑wine funds and $50,000 from the John Klein Room balance for a total $175,000 reallocation; the council approved a budget amendment and the reallocation. The council’s motion to approve the PCAA agreement and to commit funds passed without recorded opposition.
Not all speakers supported the allocation. An audience member questioned whether the glockenspiel qualifies as historic restoration and objected to the use of hotel occupancy tax or other public money for the project, saying the city should “ask ourselves why” and whether the use of those funds is appropriate. Council members and PCAA representatives responded that the project is intended to drive cultural programming, augment Market Platts facilities and support school field‑trip programming.
The contract sets out warranties and a two‑year supplier warranty window; PCAA said routine maintenance is expected to run roughly $3,500 annually. Council members asked staff to clarify transfer, insurance and maintenance responsibilities in the final contract language before concluding the transfer of responsibilities to the operating party.
Council action: motion to approve the PCAA agreement and the budget reallocation (motion seconded; motion carried). The Market Square Redevelopment Commission and PCAA will return to council with final figurine narratives and any refined maintenance language.
