Primrose Park phase 2 nears finish as city prepares bond sale to fund phase 3

City staff told the Fulshear Parks & Recreation Commission that construction on Primrose Park’s phase 2 is nearing substantial completion, and they outlined next steps to finance phase 3.

Staff said three of four fields now have backstop fencing installed and dugout materials are on site. According to contractors, turf installation is scheduled for the week following the meeting, and staff estimates a March target for phase 2 substantial completion. "We're looking at March," staff said during the update.

Commissioners discussed timing for solicitation and contractor selection for phase 3. Staff described a tentative schedule: prepare 90% design materials, solicit construction bids in spring (45 days for solicitation and award), bring a recommendation to council in May or June and, if timelines hold, aim for construction during the summer of 2027. One commissioner suggested targeting the July 4, 2027 celebration as an aspirational community milestone if the schedule permits.

Separately, staff notified the commission that bond counsel and the city’s financial advisers will present to city council about selling bonds for Primrose Park phase 3 and for parkland acquisition. Staff said the bond sale is a standard step to secure funds and that issuances are typically timed so the community does not pay interest on idle proceeds. "They will be presenting to the city council about actually selling the bonds," staff said.

The commission asked to review 90% plans and exhibits for donor recognition (bricks and a donation wall) and other finish details before finalizing direction. Staff said they will email the materials and allow at least a week for review.

What's next: staff will circulate 90% design exhibits, proceed with solicitation planning for phase 3 and present bond-sale materials to city council. No final construction contract was approved by the commission at this meeting.
