EDC reports: Harris Street contractor terminated; downtown drainage and gateway sign move forward

At the Feb. 9 meeting, Speaker 7, presenting the economic-development report, outlined several project updates and timelines.
Harris Street: Speaker 7 said the DG Medina contract for Harris Street “was terminated by convenience on December 5.” DG Medina remobilized by Jan. 10; Cedros Paving completed deficiency items including a concrete apron at FM 1093, resealing of expansion joints and installation of a storm inlet in phase 1. Staff are finalizing a notice to proceed for Silver Sands to complete landscaping and irrigation for phase 1. Speaker 7 said EmbiCo will finalize revised plans by the 13th, staff will resolicit by the end of the month, and they hope to award a new construction contract by April with an anticipated notice to proceed in May and an estimated completion in November or December of the year.
Final payments and payouts: Speaker 7 said DG Medina submitted a final payout that staff are reviewing and “most likely going to reject based on the amount.” Cedros’ portion has been paid.
Downtown East Side / 4th Street drainage: Speaker 7 reported the contractor has ordered storm-sewer boxes and staff anticipate issuing a notice to proceed by the end of the month; work is on hold until materials arrive on site.
Gateway sign and business outreach: Staff reported they are moving the gateway sign project into the bidding process and are coordinating questions with KJ DeForest. Staff also said they (Speaker 2 and Speaker 7) will attend the ICSC conference next week.
What’s next
Staff will bring revised plans and a solicitation schedule back to the board and will report on any disputed final payout from DG Medina. Executive-session matters related to property values were discussed in closed session and no action was taken in open session.
