Fulshear EDC: Harris Street drainage rebid, 4th Street delays, Westpark Tollway underpass feasible but costlier

At the Feb. 23 meeting, the Fulshear Development Corporation heard multiple project updates from staff.
Harris Street / Downtown Eastside Drainage: Speaker 5 said the original contractor'was terminated on Dec. 5 and has demobilized. Cedros Paving completed identified deficiency items, including a concrete apron at FM 1093/Harrison, resealed expansion joints and installation of a storm inlet just north of 1st and Harris. Tron Electric installed the decorative light poles for Phase 1; a few receptacles remain to be completed. Landscaping for Phase 1 was expected to begin the week after the meeting, and staff said they still target project completion in March. Embeco is preparing revised plans for the remaining work; staff plans to resolicit the construction phase with an award projected in April and a notice to proceed in May.
4th Street drainage: Speaker 5 said the project'should move forward shortly; a shipping delay for storm sewer boxes has delayed the Notice to Proceed, but delivery and mobilization are expected soon.
Westpark Tollway study: Speaker 7 presented the completed study and reported the underpass option for the downtown area is feasible. The underpass would add roughly $10 million to costs compared with an overpass, largely because the underpass triggers requirements tied to a continuous railway easement along the Westpark Tollway. The study has been shared with the Tollway Authority and county for funding and coordination conversations.
Other items: gateway sign engineering plans were received and staff will report next steps in a future meeting. The board also discussed contractor outreach and interest for rebidding the Harris Street contract.
What happens next: staff will resolicit construction for Harris Street, follow up on 4th Street box deliveries and continue coordination on funding/engineering for Westpark Tollway options.
