The University of Michigan Board of Regents approved multiple finance and property items during its February meeting, including infrastructure work and two new Michigan Medicine projects intended to expand access to care in Mid‑Michigan.
Board members moved and approved the James B. Angell Hall and Tisch Hall chiller replacement after EVP Eulitt introduced the item. The Board also considered two health‑system projects presented by EVP David Miller: a 64‑bed behavioral health facility intended to serve adults, geriatric and child/adolescent patients, and an ambulatory surgery center on the University of Michigan Health Sparrow Lansing campus with four operating rooms at launch and options to expand. Miller said, if approved, both projects would break ground in the summer and are anticipated to open in 2028.
Regent Hubbard read a letter from the Lansing Regional Chamber of Commerce endorsing the Sparrow and behavioral health investments, which she said would strengthen regional clinical capacity and create jobs. Following discussion, the Board moved, seconded and approved the projects by voice vote.
The approvals were taken by voice and recorded as motions carried; the meeting record does not include roll‑call tallies in the transcript. Regents noted the projects will improve access to specialty care in the Lansing area and that approval aligns with Michigan Medicine’s statewide access strategy.
The Board also completed routine conflict‑of‑interest disclosures and approved the consent agenda and supplemental personnel items earlier in the meeting.
