Milpitas police and public-safety staff outlined a proposal to create a real-time monitoring center that would consolidate license-plate readers, drone video, intersection cameras and other feeds on a single platform to support faster, more targeted responses to crimes in progress.
Chief Morales explained the center's intent is to shift the department from reactive to proactive responses by giving dispatchers and analysts live situational awareness on a large-screen map overlay (locations of ALPR hits, drone positions and camera coverage). The requested funding in the proposed CIP would buy equipment, evaluate software platforms, and build the initial integration of disparate feeds.
Council members asked how the center would operate in practice, how existing drone and camera feeds would be linked, whether the proposed center would operate from the Emergency Operations Center (EOC), and how civil-liberties and policy questions (e.g., retention, access and oversight) would be addressed. Chief Morales and staff stated the intent to consolidate current systems (now siloed) and noted that similar centers exist in other jurisdictions. City staff also said the proposal would include policy development and described potential operational benefits during both public-safety incidents and EOC activations.
No funding decision was made tonight; staff said they will return with more detailed cost estimates, platform options, and policy recommendations for council consideration.
