DeKalb committee advances Kathleen Andres for Board of Tax Assessors after interview

Kathleen Andres, a DeKalb County resident who told commissioners she has worked in real estate for more than 25 years, was advanced Tuesday by the Finance, Audit and Budget (FAB) Committee for final approval to the DeKalb County Board of Tax Assessors.
Andres said she moved to DeKalb County from New York City and later to Scottsdale, Georgia, where she began buying and managing rental and commercial properties. ‘‘I am a resident of DeKalb County for 46 years,’’ she said during the committee interview. She told commissioners she is a licensed realtor and would follow the board’s code of ethics.
The interview focused on whether a board member’s role differs from the chief appraiser’s technical responsibilities. Commissioner Shakira Johnson asked how Andres saw the board’s role versus that of the chief appraiser and staff; Andres said the chief appraiser ‘‘sets the rules and guidelines for the appraisal’’ and that the board’s role is to provide oversight and follow that guidance.
Chair Commissioner Ted Terry said the committee would return at the end of the meeting to vote on the appointment. The committee later moved, seconded and recorded the motion as carried to advance item 17‑80 to the full Board of Commissioners for final confirmation next Tuesday.
The committee took no additional formal actions tied to Andres beyond advancing the appointment; the full board will take the final vote.
