Commissioners interview and provisionally approve Perimeter CID appointee pending residency review

The PECS committee interviewed Nick Nicolosi for appointment to the Perimeter Community Improvement District (CID) board and moved to approve the appointment contingent on a residency review by County Law.
Chair introduced Nicolosi and asked him to summarize his qualifications; Nicolosi said he has worked in mall retail for more than 20 years, managed Northlake Mall, served on community CID boards and currently sits on the Gwinnett County Planning Commission. "I love the business I'm in," Nicolosi said, noting experience with redevelopment projects and CID boards.
Commissioners praised his retail and CID experience and asked about priorities if appointed. Nicolosi said his top priorities would be transportation and last-mile mobility, housing conversion of older office product and support for pedestrian improvements and public art. He cited micro-transit and improved bus access as important for connecting residents to express-lane stations.
Commissioner Long Spears raised a residency question because Nicolosi lives in Gwinnett County. County Law staff told the panel they were reviewing the Perimeter CID's enabling legislation (which includes multiple sets of rules) and that historically the mall manager has held the seat; the law office recommended a motion to approve pending further residency review. The committee approved the motion by voice vote.
The committee asked staff to follow up with Central Station and to report back on the residency determination before the full board vote.
