Board Unanimously Approves Consent Calendar Including Forest-Service Agreement, Airport and IT Contracts

The Orange County Board of Supervisors unanimously approved its Nov. 5 consent calendar, carrying a package of routine contracts, amendments and authorizations across county departments.
Key approvals included: ratification of an amendment to the cooperative law-enforcement operating plan with the U.S. Forest Service for patrols in the Cleveland National Forest; an amendment with Flagship Aviation Services for custodial services at John Wayne Airport; a master services amendment with Science Applications International Corporation (SAIC) for data-center and service-desk functions; job-order contracts and purchase orders for OC Public Works projects; and extension of local health-emergency orders related to the Trabrico Canyon/airport fire to allow debris removal and mitigation.
Supervisor and staff comments highlighted operational issues: during discussion of the Forest Service agreement, a supervisor noted a new Forest Service interpretation limiting local flight supervision over federal lands at night and urged continued coordination on staffing and technology. Supervisor remarks also recognized prominent nonprofit and private contractors for service delivery.
A small number of consent items were pulled for comment or public input before the board moved the motion; all items carried without recorded opposition.
The board also approved grant application resolutions for housing programs and authorized county officers to execute documentation where required.
