Board approves consent items, contracts and grant awards; juvenile reentry grants cleared

• Technology and public safety contracts: The board approved a commercial data/license plate reader agreement with Motorola Solutions (item 19) and an amendment with NTT for telecommunications services (item 20); Supervisor Katrina Foley asked staff to review streaming and broadcast costs tied to boardroom services. The John Wayne Airport security services contract amendment with Allied Universal (item 24) was approved.
• Probation vocational program: The board awarded a contract to SkillsLab Probation LLC to provide automotive vocational services in juvenile facilities after a two‑year procurement and RFP process. Chief Probation Officer Daniel Hernandez described rigorous vetting and stated the contract requires trainees to earn an Automotive Services of Excellence certificate. Supervisors voiced support and the measure carried unanimously.
• Juvenile Justice and community grants: Using state JJCPA funds, the board approved roughly $1.1 million to support reentry and prevention projects across multiple providers (carpenter training partners, Project Kinship, Prism Way, Boys & Girls Club of Garden Grove, and others). Supervisors said applicants were vetted and performance metrics will be tracked.
• Community support and grant reports: The board approved multiple community support program awards, grant applications for electric vehicle charging stations and landfill regulatory support, and other departmental agreements across OC Waste & Recycling, Public Works, and healthcare agencies.
Public comment touched on transparency and vendor vetting: one speaker asked why a recently formed vendor received a juvenile program contract and urged closer scrutiny; another speaker asked for greater clarity on large grant totals and recipients. Staff and department heads responded that procurement panels, RFPs and performance metrics were used in award decisions.
