Orange County adopts updated housing element; approves PLHA application

OC Community Resources opened and closed a public hearing on the county’s Permanent Local Housing Allocation (PLHA) Round 5 application and amendments to the five‑year PLHA plan; no members of the public requested to speak. The board adopted a resolution authorizing the director to submit the PLHA application and to reallocate up to 40 percent of years 3–5 allocations to a county mortgage assistance program as needed.
Immediately afterwards the board opened a public hearing on general plan amendments to adopt the county’s sixth‑cycle housing element and related safety element changes. Supervisors praised staff work on the housing element, noted the county’s housing supply challenges and emphasized the need to convert suitable commercial and industrial corridors into housing where appropriate. Supervisor Katrina Foley moved the item; it passed unanimously.
The board directed staff to continue implementation steps and to work with partner cities where conversion opportunities exist; the adopted housing element will guide planning and state compliance for the remainder of the cycle.
