Board approves Rancho Mission Viejo sea basin agreement, developer to fund long-term maintenance trust

The Board approved an implementation agreement March 25 for a long-planned sea basin at Rancho Mission Viejo that county officials said will augment water and flood management in south Orange County.
Vice Chair Katrina Foley described the project as a decade-long partnership between the county and the developers (Rancho Mission Viejo Phase 3 Development LLC and DMV San Juan Investment North LLC). Under terms discussed in the meeting, the developers will construct and maintain the basin and create a $1,000,000 trust fund to cover long-term operations and maintenance once the basin becomes county infrastructure; a parcel of approximately 0.6 acres will be transferred to the county for public works storage at no cost.
Supervisor Foley said the agreement reflects negotiated compromises and thanked Public Works, County Counsel and the CEO for their roles. The Board moved and seconded the item and the motion carried. No public speaker opposed the agreement during the agenda call.
The approved agreement advances a major infrastructure component intended to improve flood resilience in the unincorporated area, with contracting and long-term funding mechanics set as part of the implementation package.
