Anna Kent of the Executive Office presented the report and proposed revisions. Supervisor Vicente Sarmiento flagged a projected $29,000,000 in appropriation shortfalls concentrated largely in two departments and criticized the level of detail in Attachment A, saying the budget issue and adjustment summaries "offer very little, limited in terms of specific information." He asked that departments providing new net county cost appropriations overrun prepare memos explaining hires, specific supplies and associated costs going forward.
Sarmiento said he would support the overall update but would abstain from the portion of Recommended Action 1 that approved the new net county cost shortfall authorizations because of the lack of department‑level detail. The board's motion carried with that abstention recorded; the clerk announced the motion "carries unanimously subject to that abstention." Board members and the CEO's office noted that 88% of county funding comes from state and federal sources and that adjustments often reflect state and federal funding uncertainty.
The approved actions included adjustments to the fiscal-year master event calendar and pay‑grade and classification adjustments effective May 2, 2025, and adoption of a side‑letter agreement with the Orange County Managers Association. Several supervisors asked staff to bring back more transparent breakdowns when future shortfalls are identified.
