The attorney offered to gather relevant code provisions, rules of procedure and suggested language the board could use to set expectations for presenters and to guide board chair interventions during lengthy hearings.
Board members asked whether plain-language guidelines could be posted online for residents attending quasi-judicial hearings and indicated interest in a checklist or sample materials that applicants could consult before a hearing. The attorney offered to review drafts and meet with the chair and vice chair to prepare materials for board consideration at a future meeting.
The discussion concluded with staff and the attorney agreeing to return with examples and code citations so the board can consider formalizing clearer guidance; no formal action was taken.
