Glendale council adopts multiple annexations, rezonings, agreements and appointments

Glendale’s City Council cleared a slate of routine and land‑use items at its Feb. 24 meeting, approving consent resolutions, confirming appointments, adopting annexations and rezonings, and authorizing a utility easement for the Glendale Municipal Airport.
What passed - Appointments: The council appointed Alicia Moore (Arts Commission), Amelia Garcia (Commission on Community and Culture) and Shavona White (Risk Management and Workers’ Compensation Trust Fund Board) to terms expiring Jan. 31, 2028; the appointees were sworn in at the podium.
- Consent resolutions (R26‑11 through R26‑14): Approved by unanimous voice vote. These included authorization to acquire interests for the 75th Avenue CIP, an MOU with the Phoenix Fire Department for eKey access across jurisdictions, a governmental agreement with Phoenix for three street lights on Camelback Road, and an amendment to an IGA with the state for landscaping along Loop 101.
- Annexations and rezonings: In addition to the 39‑acre Sarabelle annexation and PAD (O26‑06 and O26‑07), the council approved a 9.4‑acre annexation and PAD rezoning at Reams Road and Myrtle Avenue (O26‑08 and O26‑09) and a general plan amendment and rezoning for Glen Village on 62nd (R26‑15 and O26‑11). Most of these passed by unanimous roll call.
- Site‑specific PAD amendments: The council approved a Tulavi PAD amendment (O26‑12) to allow an additional convenience restaurant with a drive‑through and adopted ZON2508 (O26‑10) to allow a standalone Circle K car wash (Clean Freak Circle K) at 107th and Northern. The car‑wash ordinance passed with a single recorded no vote; the motion nevertheless carried.
- Airport utility easement: The council adopted ordinance O26‑13 granting an easement to Arizona Public Service (APS) to install and maintain electrical facilities to serve a new 10,000‑sq‑ft hangar at Glendale Municipal Airport; staff said the easement will impose no impact on city service levels. The ordinance passed unanimously.
Public comment and council remarks Two members of the public spoke during citizen comments: James Dibler invited residents to a street cleanup event at the Glendale Public Library on March 28, 2026; Michael Caius urged the city to expand after‑school programs, mentorship and workforce development to support youth and strengthen neighborhoods. Council members also highlighted upcoming downtown events and announced district community meetings.
