Spencer creates Parks and Recreation Advisory Board and plans active-living coordinator hire

The Town of Spencer unanimously adopted Ordinance 25-03 at its Feb. 11 meeting to create a Parks and Recreation Advisory Board. Staff said the move follows a parks-and-recreation master plan and recent grant-funded improvements and will work in tandem with a budgeted active living coordinator position expected in the third or fourth quarter of the fiscal year.
Aldermen said they expect the new advisory board and the coordinator to boost programming, support downtown businesses during events, and help maintain sites that currently receive limited use. Alderman Miller urged the coordinator to focus on summer activities for children and to take some maintenance responsibilities off the public-works crew, which staff said is short two positions.
Staff stressed this is part of an implementation phase for completed park amenities and said fundraising and grant conversations have been positive. The board received no public opposition during the earlier hearing; staff said two Spencer residents had spoken in favor at the public hearing.
What happens next: staff will begin recruitment and implementation steps for the advisory board and coordinate the coordinator hire with the town’s budget schedule; the board asked for follow-up reports on programming plans and maintenance responsibilities.
