Town of Spencer staff presented a proposal at the Feb. 11 Board of Aldermen meeting to correct inconsistent street numbering for roughly 22 properties in the 3rd Street area to improve emergency-response reliability and mapping consistency.
Staff explained the Rowan County GIS and local EMS systems rely on predictable, sequential addressing so responders can find homes quickly at night and in bad weather. "This is what they sent me, a map and a spreadsheet with 22 properties, that they thought needed to be readdressed," staff said. The presentation included photos showing small or hard-to-see house numbers and examples of mailbox and driveway signage that can confuse responders.
Town staff described the planned process: coordinate updates with Rowan County GIS, notify the U.S. Postal Service and utilities (Duke Energy, Piedmont Natural Gas), and advise residents on using postal change-of-address tools and third-party mapping providers to correct online map entries. Staff acknowledged the readdressing process will cause short-term inconvenience — including misdelivered packages — but said the change reduces the longer-term risk of an ambulance or fire truck failing to locate a home.
Staff also said they will return to the board for official approval once the outreach and mapping updates are in hand, and offered to provide official letters to financial institutions where mortgage/mailing addresses cause issues. Several aldermen asked about the town's authority to assign numbers; staff responded that within municipal limits the town issues addresses and coordinates with Rowan County for areas in the extraterritorial jurisdiction.
What happens next: staff will begin outreach to affected property owners and coordinate with county GIS and the post office; the board will receive a follow-up item when staff seek formal approval to finalize address changes.
