Spencer aldermen approve grant, three ordinances and other routine business

The Town of Spencer Board of Aldermen unanimously approved a package of measures at its Feb. 11 regular meeting, adopting a $50,000 North Carolina Railroad Company economic-development micro grant and passing three local ordinances that city officials said are largely technical or administrative.
The board approved Budget Ordinance 24-10.013 to accept the $50,000 micro grant. Town staff said the funds will pay for due-diligence work — including Phase I and Phase II brownfield analyses — at the former finishing-company industrial site and that the Centralina Council of Governments will carry out environmental work. "This will be used primarily for the brownfield agreement studies that have to be done before the project can kick off," staff said on the record.
Separately, the board adopted Ordinance 25-03 to create a Parks and Recreation Advisory Board. Staff told the board they held a public hearing and received support from two Spencer residents for the plan; the ordinance is intended to help coordinate parks programming as the town hires an active living coordinator later in the fiscal year.
The board also approved Ordinance 25-04, a technical correction to the development ordinance to add a traffic control plan requirement to the list of items developers must submit, and Ordinance 25-05, which amends Chapter 93 penalty language to allow the code enforcement officer the option of using civil fees instead of criminal misdemeanor charges in some nuisance cases.
All votes recorded on the meeting transcript were unanimous. Board members moved and seconded the measures on the record and the presiding official declared each measure approved without further roll-call tallies in the minutes.
What happens next: staff said staff will move forward with grant-funded due diligence at the industrial site and with implementation steps for the parks advisory board; text amendments to the development code and nuisance-penalty language take immediate effect under the town's usual ordinance-adoption process unless otherwise noted in the ordinances themselves.
