Spencer board adopts three ordinances on rezoning, addressing authority and annexation

The Town of Spencer Board of Aldermen voted unanimously July 8 to approve three ordinances affecting land use, addressing and future annexations.
The board approved Ordinance 25-12 to rezone Rowan County parcel 323A015 at 1835 Hollywood Drive from Single-Family Residential-1 to Single-Family Residential-2 to permit subdivision and construction of an additional home. Planning staff said the planning board had unanimously recommended approval and that a neighborhood meeting was held with two neighbors and the developer in attendance. Alderman Sledge moved the rezoning; Mr. Miller seconded the motion and the board approved it by voice vote. The board also adopted a statement of consistency and reasonableness citing North Carolina General Statutes 160D-605(a) and (b).
Ordinance 25-13, which adds language to the town’s development ordinance authorizing the zoning and subdivision administrator to assign and change addressing numbers, was approved next. Planner Mr. Blunt told the board this authority clarifies responsibility where county and state statutes leave municipal addressing unclear; he noted administrative decisions would remain appealable to the zoning board of adjustment. Mr. Miller moved approval; Ms. Moody seconded. The ordinance passed unanimously.
The board then adopted Ordinance 25-14, an annexation agreement with the Town of East Spencer that pre-establishes a growth-boundary line to guide future voluntary annexations and to provide clarity for Rowan County and property owners. Mr. Blunt said East Spencer was expected to approve matching language this month. Mr. Muhammad moved to adopt the agreement; Mr. Miller seconded and the vote was unanimous.
All three measures passed without recorded roll-call tallies; the minutes show voice approval on each motion. The board also moved into closed session at the end of the regular agenda under North Carolina General Statute 143-318.11 sections 3 and 6 for attorney-client and personnel matters.
What’s next: Staff said appeal routes remain available for administrative decisions (zoning board of adjustment) and that the annexation agreement only establishes a pre-approved line for voluntary future annexations, not an immediate change of municipal boundaries.
