• Letter agreement for student parking with Roanoke Higher Education Center — resolution approved (rent $20 per space); unanimous recorded vote.
• Adoption of the City’s Title VI implementation plan — resolution approved; unanimous recorded vote. Staff reported VDOT Salem District Civil Rights Office approval on 09/26/2024.
• Change order for citywide bridge maintenance contract with Holt Inc. — authorized by resolution; unanimous recorded vote.
• Acceptance of Virginia Homeless Solutions Program (VHSP) grant award and appropriation ordinance — resolution and budget ordinance approved; unanimous recorded votes. Staff said VHSP funds support coordinated entry staff and partner contracts.
• Acceptance and appropriation of HUD entitlement funds (CDBG, HOME, ESG) — resolution and budget ordinance approved; unanimous recorded votes.
• Property purchase ordinance (Unit B, 1830 Blue Hills Circle NE) — authorized; unanimous recorded vote.
• School grant fund appropriations — ordinance to appropriate federal/state/private grant funds for educational programs approved; unanimous recorded vote.
• Appointment to the Economic Development Authority board — resolution approved; unanimous recorded vote.
• Retroactive declaration of local emergency for Tropical Storm Helene — resolution ratifying the interim city manager’s retroactive declaration and authorizing applications for federal and state public assistance was approved; unanimous recorded vote. Emergency Management staff said costs (including Black Hawk helicopter operations) and debris removal brought the city near thresholds for public assistance and a FEMA meeting was scheduled.
