Speaker 2 moved to add reappointments of the existing planning board members to the consent agenda, a motion the board accepted by general consensus. "Is the board agreeable to put that on the consent agenda as well?" the presiding official asked; members answered yes.
The board also agreed to place authorization for the town manager to execute a North Carolina Railroad 'build ready' site grant agreement and a subrecipient agreement with Samet on the consent agenda. "This is in response to the $750,000 grant that we received," the presiding official said. A board member raised a question about apparent inconsistencies in the grant documentation concerning a minimum rail‑service metric and asked staff (Steve) to confirm details with the North Carolina Railroad before the formal meeting.
Staff requested adding an audit update after agenda item 10; the presiding official said the board would include that item. The town will also hear departmental reports and allow public comment at the Dec. 9 meeting; the presiding official noted at least one person had indicated they would speak.
The presiding official outlined options for selecting a mayor pro tem under the board's new staggered four‑year election cycle: reappoint the current Mayor Pro Tem Secrest, choose the highest vote‑getter from the recent election, or nominate and vote among the board. Members were asked to consider those options and bring preferences to the Dec. 9 meeting.
Community event logistics were also discussed: WinterFest will begin the next evening at 5 p.m. and run through the weekend; volunteers remain welcome. Before adjourning, Miss Sledge moved to adjourn, Mr. Howe seconded, and the board voted verbal assent to end the meeting.
The regular board meeting on Dec. 9 will include the items summarized above; staff said it will follow up with the North Carolina Railroad on the grant language before that meeting.
