Town leaders agreed to add two donation items for the police and fire departments to the consent agenda and to adopt a separate ordinance to update the town's chart of accounts to the MAS (municipal accounting system) format, a change staff described as procedural rather than budgetary. Staff said the conversion changes account numbers and consolidates some lines — for example, some travel and training lines will be combined — but does not alter total budgeted dollars.
The staff presentation also explained the creation of two new fund numbers. Fund 32 will be used for stormwater projects; staff noted the town received a $400,000 grant in fiscal year 2023–24 that will be accounted for there. Fund 48 was described as a miscellaneous grant fund intended to group smaller grants (under $100,000) such as mural projects and feasibility studies. Staff identified a $99,800 grant tied to the North Carolina Finishing Company site as one of the items to be placed in the new fund.
According to staff, the MAS conversion will make reporting easier by allowing projects and grants to be tracked by fund number rather than by aggregating expense lines across multiple departments; a printed crosswalk of old and new account numbers was distributed to board seats for review. The chair said the items will be placed on the consent agenda and can be pulled for discussion at the Jan. 13 meeting if board members have substantive questions.
The council did not take a formal vote on these ordinances during the pre‑agenda meeting; they were set for the upcoming regular meeting.
