Planning staff provided updates on several development matters at the Feb. 10 meeting, saying the North Carolina Finishing Company brownfield applicant has obtained a letter of eligibility and has completed roughly one-third of an expected 18-month brownfield process.
Staff said the brownfield flow chart shows multiple steps and that reaching the letter-of-eligibility milestone is a significant point in securing potential deposits and advancing remediation. The planning update also noted cell-coverage maps and an upcoming presentation from a tower vendor about predicted improvements to mobile coverage in town.
Separately, staff reported 27 permits issued year-to-date (including townhomes, duplexes and single-family homes), with six permits identified for townhomes at the Hawkins Meadows development and construction preparation underway there. Staff characterized the permit pace as an indicator that 2026 could become a record year for permit activity.
Planning staff also said the New Jersey Institute of Technology is preparing an informational film about Spencer's redevelopment process, calling it a "Spencer Success" story and indicating the town would host a site visit and recordings.
