Spencer board hears first reading of 60-year franchise renewal for Duke Energy

Town staff introduced Ordinance 26-01 on Feb. 10, a proposed franchise agreement that would renew the Town of Spencer's franchise with Duke Energy Carolinas LLC for another 60 years.
The town's staff said state statute requires franchises be considered at two regular meetings; this evening's presentation was the first reading. The draft ordinance would continue to grant Duke Energy permission to construct, maintain and make repairs to its transmission and distribution equipment on town property, including rights of way, streets and sidewalks, and set procedures for restoring damaged infrastructure after work.
Joe Krapster, identified in the meeting as Duke Energy's government and community relations manager for the area, told the board he appreciated the partnership and said Duke would continue to prioritize maintenance and reliability work across the area. "We just appreciate the partnership with the town of Spencer, and I appreciate your consideration for the renewal of the franchise agreement with the town of Spencer," he said.
Town staff and the town attorney said the ordinance will return for a second and final reading at the board's March meeting, at which time the board may adopt, amend or decline the agreement. No formal vote on adoption occurred at the Feb. 10 meeting.
The town clerk will include the ordinance text in the March agenda packet and the public may review it prior to the second reading.
