Council approves sewer and sidewalk contracts; crews to work across town later this year

The Bowie City Council approved two construction contracts on recommended low bids: Tri State Site Work for Sewer Line Replacements Phase 2 (base bid $1,558,103.30) and A & D Paving LLC for North Smythe Street sidewalk reconstruction (base bid $327,860.66). Staff explained the sewer project scope will touch numerous streets (Pecan, Roberts, Caulfield, Hutchinson, Riley, Strong, Mayer, East Wilbur, Maier, Hutchpeth, Lamb and a section from Roach to Mill Street, and Rainey Road) and that the contractor expected to dedicate a crew and likely begin preconstruction in September or October.
Stoney, who answered technical questions from council, said the replacement work will be “all over town” and specifically noted a manhole replacement at the Pecan/1816 intersection that will require road closure. He confirmed that some runs will be in alleys while others will be in roadways, and that the project addresses areas generating the most service calls. Staff said the awarded sewer contract was within the engineer’s estimate and that nine firms submitted bids for parts of the overall program.
On North Smythe Street, staff reported the project carried a TDA/CDM grant of approximately $450,000 and that the accepted bid would likely allow the city to include a waterline replacement from Monteg to Wyse Street if costs remain within the grant. Council voted to accept the low bids and directed staff to finalize contract documents and schedule preconstruction work.
What’s next: Staff will execute contracts and coordinate traffic management and public notification for neighborhoods affected by the sewer‑line project once preconstruction timelines are finalized.
