Seaford — The mayor and council voted unanimously to change the format of council meeting minutes to an agenda‑structured summary, with staff aiming to implement the new format on Jan. 1, 2025.
An unnamed staff member presenting the recommendation said the current minutes are lengthy and close to verbatim. "In our FOIA training... one of the things that our city solicitor stated was that minutes were not supposed to be verbatim because it can cause issues either way," the staff member said, arguing the city now has digital recordings and livestreams to preserve detail.
Staff asked council to permit staff to adopt an agenda‑based structure for minutes and for planning and zoning and other committees to use the same format. "We would like to continue to use our own word system, but we would like to take the structure of the city council agenda and build the minutes from that," the presenter said. Councilwoman Grasset moved to approve the proposed structure change with an implementation date of 01/01/2025; the motion passed unanimously.
Under the change, staff said the digital recording and livestream will remain the detailed record and the written minutes will provide a concise, agenda‑based summary; the council did not discuss a change to retention policy or where recordings would be archived during the meeting.
