Several other routine items were approved on voice votes, including acceptance of additional state fire‑program revenue ($853), an opioid‑abatement interest allocation ($88.83), and a DMV paper reimbursement ($99.98).
On land use and planning, the board approved a conditional‑use permit for a mulch/gravel/topsoil operation proposed by Benton Hayden and Michael Bryant, subject to standard site‑plan and signage conditions. It also approved a vacation‑rental conditional‑use permit for Adam and Lauren Garber with conditions covering permits, taxes, parking and a local manager.
Not all measures moved forward. After a public hearing and VMRC (Virginia Marine Resources Commission) guidance, the board voted 3‑2 to deny a proposed local ordinance that would allow open‑sided covered shelters up to 400 square feet on riparian piers; members cited concerns about long‑term visual and waterway impacts. The board also passed a separate motion to revisit that issue in one year to explore additional controls with staff and state marine resources.
The board adopted an updated dangerous‑dog ordinance to align the county code with the revised Code of Virginia. County counsel said the ordinance provides tools for law enforcement and animal control, including summons and court proceedings; the ordinance takes effect immediately.
The meeting also advanced a number of administrative items including renewal of Stryker ProCare maintenance for EMS equipment, and took steps to pursue voting‑machine replacements identified by the electoral board using recent tax‑exempt borrowing.
Votes listed in the administrative record matched staff recommendations and were decided by voice or roll‑call as noted in the minutes. The board concluded its business by moving into a closed session for personnel and legal matters and then certified the closed meeting by roll call.
