Board votes to meet in closed session under Virginia FOIA, later certifies closed-meeting topics

The Northumberland County Board of Supervisors voted to convene a closed meeting on Feb. 19, citing the Virginia Freedom of Information Act. Unidentified Speaker 2 moved that the board meet 'pursuant to Virginia Freedom of Information Act, section 2.2, 37 11 a 1' for discussion and consideration of personnel matters and 'section 2.2, 37 11 a 29' for discussion of the award of a public contract involving the expenditure of public funds. The motion was seconded and passed by voice vote.
After the closed session the board returned to public meeting and took a roll-call certification that, by the board's account, only matters lawfully exempted under FOIA and identified in the convening motion were discussed. The roll call recorded named board members responding 'Aye' (Harris; Mister Long; DeWitt; Mister Fish; Mister Brands). The board noted Mary Dodson, assistant county administrator, and the county administrator were invited into the closed meeting 'as necessary' to reasonably aid discussion.
