O'Fallon council approves multiple capital contracts, a $600,000 pavement change order and opioid settlement resolutions

County road‑board funding may offset part of the city's maximum exposure (staff estimated the city's portion could be about $450,000 after potential county contributions).
- A purchase/authorization for a closed‑circuit television sewer inspection system not to exceed $230,509.75 (Resolution g).
- A change order authorizing additional scope for the O'Fallon Wastewater Treatment Plant solids‑handling improvements project not to exceed $50,931.46 (Resolution e).
- HVAC hail-damage repairs at city facilities not to exceed $57,390 (Resolution f).
- An agreement with Motorola Solutions for an AstroNEXT console and remote‑mount mobiles and related radios, not to exceed $271,142.68 (Resolution i).
All measures listed were presented by city staff with project details and funding notes and were approved in recorded votes (most with unanimous tallies recorded as 8 yes, 0 no). Councilmember Boyer asked for an overview of the Route K/N package before the vote; staff explained jurisdictional split (city, county, MoDOT) and timing considerations for contractor scheduling.
Separately, the council adopted two resolutions authorizing the city to execute national opioid settlement agreements with manufacturers and distributors; both resolutions were approved unanimously. Council recorded no dissent on these contract and settlement items during the Sept. 11 session.
